Information and Communication Technology (ICT) has become an increasingly important component of contemporary education, transforming traditional teaching practices and creating new opportunities for flexible, interactive, personalized, and learner-centered instruction. However, the availability of digital devices and online platforms alone does not guarantee improved learning outcomes. The effectiveness of ICT depends on how technological resources are integrated with appropriate pedagogy, teacher competencies, student engagement strategies, digital infrastructure, and institutional support. This study develops an innovative conceptual framework for understanding how ICT can transform education by improving digital learning experiences, strengthening student engagement, and enhancing academic outcomes. The study employs a qualitative and evidence-based conceptual research design based on the synthesis of existing scholarly literature concerning educational technology, student engagement, technology-enhanced learning, and academic achievement. The proposed framework identifies six interconnected dimensions: digital infrastructure, teacher digital competence, interactive pedagogy, learner digital competence, engagement-centered learning environments, and continuous assessment and feedback. The findings indicate that ICT has the greatest educational impact when technology is integrated into meaningful instructional activities rather than being used merely as a substitute for conventional teaching tools. Student engagement emerges as a central mediating mechanism linking ICT-supported learning with improved academic outcomes. Interactive learning platforms, multimedia resources, collaborative technologies, adaptive learning systems, and timely digital feedback can improve behavioral, cognitive, and emotional engagement. Nevertheless, challenges such as unequal access to technology, inadequate teacher training, poor connectivity, digital distractions, privacy concerns, and resistance to pedagogical change may limit the effectiveness of ICT integration. The study proposes the Integrated ICT Transformation Framework, which emphasizes the alignment of technology, pedagogy, learner needs, institutional capacity, and assessment. The framework offers practical implications for teachers, educational institutions, policymakers, and researchers seeking to develop inclusive and sustainable digital learning ecosystems
