This study examines procedural fragmentation within a multi-regional engineering and consultancy environment and explores how project-management procedures can be harmonised without eliminating necessary regional flexibility. A structured review of 206 procedures, forms, and templates across six operating brands and four regions was undertaken, with the reviewed procedures aligned with ISO 9001:2026 and the PMBOK® Guide, Eighth Edition. The review identified multiple versions of procedures, duplicate templates and registers, gaps in supporting work instructions, variations in governance structures, misalignment with Delegation of Authority frameworks, differences in digital platforms, and inconsistent adoption. These findings indicate a gap between formal procedural standardisation and consistent execution. Based on the findings and discussion, the study develops a conceptual harmonisation framework comprising five interconnected elements: global core procedures, controlled regional adaptation, digital integration, governance and ownership, and continuous improvement. The study contributes a practical quality-management approach for organisations seeking greater consistency, usability, governance, and continuous improvement across geographically dispersed project operations.Downloads
